FVAP Voter Assistance Onsite Training

The Installation Voter Assistance Office Training project included the development and delivery of training materials to assist the U.S. Military in establishing Installation Voter Assistance Offices on all military installations.

Objective

The goal of the Installation Voter Assistance Office Training project was to design and develop training materials for establishing and operating voter registration offices on military installations. The training materials included a handbook on the set and up and operations of the office, a self-paced training deck, and a series of job aids to help personnel in providing voter registration assistance.

Approach

Fors Marsh Group worked with Federal Voting Assistance Program, the DoD program charged with overseeing the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) and assisting military and overseas voters with exercising their right to vote. Prior to creating the training materials, Fors Marsh Group coordinated with the Service Voting Action Officers from each of the military services to better understand the needs of the individuals that would be staffing the Installation Voter Assistance Office in order to design useful training materials and job aids.  Despite an incredibly condensed timeline, Fors Marsh Group created all of the training materials, as well as traveled to 36 military installations to conduct in-person workshops. As part of a comprehensive training development strategy, Fors Marsh Group conducted an evaluation of the workshops to collect feedback on the training materials.

Outcome

After delivering the training workshops, the feedback from the training evaluation was used to revise the training materials and turn the training materials into online instruction that personnel working in the Installation Voter Assistance Office will be able to access anytime and anywhere. The one-hour course includes interactive exercises and key resources to assist personnel staffing the office. The course will be launched in FY2012.
