The National Labor Relations Board’s (NLRB) mission is to protect the rights of employees to form and consider forming unions as their bargaining representative. In addition, the agency seeks to protect employees against unfair labor practices conducted by private sector organizations and unions. To best serve that mission, the NLRB wanted to develop and retain employees in three mission critical roles: Attorney, Field Examiner, and Administrative Support.


Fors Marsh Group (FMG) conducted an analysis of organizational data and market trends and a workforce study to supply formative research results to develop engaging recruitment materials and onboarding programs.


To accomplish this important mission, Fors Marsh Group (FMG) developed a competency model, built a career development program, and conducted a training needs assessment for three occupational families within the NLRB. With this data, FMG mapped training resources to development tracks within the organization, created an action plan to address training resource gaps, and developed an evaluation plan for the NLRB’s new career development program.
